The reason you can't turn it off on Surface is because Microsoft omits the Intel control panel app from its driver distribution, and there was no (supported) way to install it separately. Probably to be expected during a major architecture transition like this. People are struggling it seems understanding which driver version they need before the app can work. Once you have the UWD drivers (supplied either by Microsoft or Intel), you can use the Intel Graphics Control Panel from the Microsoft Store on any device, including Surface. Intel is transitioning to the UWD framework for its latest drivers. "It likely won't be a problem much longer, at least for newer Surface devices. User Silversee probably explained it best:
